Budget is the expected expenditure of Dobong-gu for a year.
Dobong-gu council shall have the procedure to strictly review and resolve whether Dobong-gu could execute the budget/expenditure fairly and efficiently.
Settlement is a system to audit whether the budget for a financial year has been legally and properly executed and requires the approval of the council.
Budget shall have 4-steps of organizing, reviewing, execution and settlement for a cycle of 3 years.

Review/Confirmation Procedure of Budget

  1. 1. Budget Plan and Submission(Govermor of Gu office)

    • The governor of local governor(gu) shall submit a budget plan to the council prior to a new financial year.

  2. 2. Preliminary examination(standing committee)

    • Preliminary examination through questions & answers with the related officials and field survey
    • Resolved by a majority attending of the registered members of a standing committee and a majority consent of attending members

  3. 3. General examination(special committee of budget & settlement)

    • Referring to the letter of preliminary review from a standing committee
    • General examination through questions & answers with the related officials and field survey
    • Resolved by a majority attending of the registered members of the special committee and a majority consent of attending members

  4. 4. Review & Resolution(general meeting)

    • Resolved 10 days before a next financial year
    • Review after listening to the report of examination results from the chairperson of special committee of budget & settlement
    • Resolved by a majority attending of the registered members and a majority consent of attending members
    • The council shall not add new account or increase amount of each item of expenditure budget without consent of the governor

  5. 5. Transfer

    • Resolved budget plan is transferred to the governor within 3 days.
    • Unless a budget plan is not resolved(confirmed) by the council within the legal period, the quasi budget may be applied by the governor.
