Petition Matter

Petition is a system for a civilian to submit a suggestion or improvement in writing with the introduction of a member of council.
However, it can be restricted for the following cases(contents).
Matter of intervening into a trial, debasing the public office or violating the law is not accepted.

  • Relieving a damage
  • Asking a punishment or penalty against a public servant or correction of illegal activity of public servant
  • Enactment/revision/abolishment of a law/order/rule
  • Operating public system or facility
  • Other matters relating to authorities of public office

  1. 1. Submission

    • State the name and address of applicant and sign it
    • Specify the purpose and causes of application
    • The letter of introduction from a member should be attached
  2. 2. Acceptance

    • If determined not to submit onto the general meeting, the results should be reported to the chairperson, who, in turn, notifies the applicant of it.
  3. 3. Competent standing
    committee(review)

    • Review through questions & answers in the presence of the applicant and the related public servant
    • A member who introduces it may explain the application, if any, at the request of the competent committee or the general meeting
    • Resolved by a majority attendance of the registered members and a majority consent of attending members
    • Reporting the results to the chairperson within 60 days after the date of submission
  4. 4. General Meeting(resolution·adoption)

    • Review after listening to the review results of a chairperson of competent standing committee
    • Resolved by a majority attendance of the registered members and a majority consent of attending members
  5. 5. Transfer

    • A matter to be dealt by the governor shall be transferred to the governor together with the letter of opinion
    • The governor shall report the results without hesitation soon after dealing with the application
  6. 6. Notification

    • The council shall notify the application of the results
